Non-government and core offices are closed, including stock trading on federal holidays. The power to declare any day a federal holiday rests with Congress. In 2022, US citizens are entitled to 11 federal holidays. North Carolina is the 12th state to join the organization. It became a state on November 21, 1789.

The principle behind the use of sales tax to support government is that individuals should pay tax in proportion to the profits they make from government funds; This idea is known as the utility principle. Personal consumption is considered a convenient proxy for the amount of government services an individual consumes.
